GOAL has responded to the world’s major humanitarian crises since its founding in 1977, working with vulnerable communities in 14 countries across the globe. While GOAL continues to be an agile first-responder to humanitarian crises, it is also committed to working with vulnerable communities to help them survive crises and support them on the road to recovery.
The GOAL Global Surge Team (GGST) is a flexible roster of highly qualified, senior humanitarian systems professionals who deploy to emergency and non-emergency contexts to support GOAL’s mission. Members of the GGST provide specialist support where talent is most needed for both short and longer-term deployments (6-12 months). GOAL currently has 14 countries of operation (see list below) across Africa and the Middle East and Latin America often in complex and conflict affected areas. As such we are seeking highly qualified Systems professionals with experience in similar environments who can support our teams when there are specific requirements

Africa: Ethiopia, Sudan, South Sudan Sierra Leone, Niger, Zimbabwe Uganda
Middle East: Syria, Türkiye, Iraq
Latin America: Colombia, Haiti, Honduras
Job Purpose
We are currently seeking Expressions Of Interest from experienced Systems Directors (SD) to join our roster. The Systems Department in GOAL comprises Logistics, Finance, Procurement, Facilities management, HR, Administration, IT and Security. As Systems Director with GOAL, You’ll be deployed where there are specific requirements and gaps across our portfolio of programmes, using your extensive experience and leadership skills to increase GOAL’s capacity to respond to rapid onset disasters and support with the ongoing complex emergencies and fragile settings.
Main Responsibilities
- Procurement: Improving cost-effectiveness through framework agreements, coordination of programme activities, purchasing.
- Logistics: Supervision of all logistical operations at the various field and support sites (warehousing, asset management, fixed asset register, fleet, compound, and asset security management)
- Budget Management
- Donor Compliance/Investigations (Data protection, ICT, Procurement, Logistics, Finance and HR) and
- Safety and Risk Management:
- ICT
- Grant Management
The Person
Significant and proven experience in a humanitarian systems role at a senior management level.
Previous experience in compliance, logistics, procurement, ICT related management, with at least 5 years at a senior management level.
Good understanding of donor rules and regulations and implementation of strong compliance and control framework
Notable experience of deploying in response to sudden onset emergencies, including in a programme lead role.
Experience in developing security protocols and in contingency planning
Excellent knowledge of best practice in emergency response, strategic and operational planning, coordination, and control methodologies
Experience in building strong collaborative partnerships with internal and external (international organisations, UN organisations, corporate, government and military) stakeholders.
