About Us

GOAL has responded to the world’s major humanitarian crises since its founding in 1977, working with vulnerable communities in 14 countries across the globe. While GOAL continues to be an agile first-responder to humanitarian crises, it is also committed to working with vulnerable communities to help them survive crises and support them on the road to recovery.

The GOAL Global Surge Team (GGST) is a flexible roster of highly qualified, senior humanitarian professionals who deploy to emergency and non-emergency contexts to support GOAL’s mission. Members of the GGST provide specialist support where talent is most needed for both short and longer-term deployments (6-12 months).

GOAL currently has 14 countries of operation (see list below) across Africa, Middle East and Latin America, often in complex and conflict affected areas. As such we are seeking highly qualified professionals with experience in similar environments who can support our teams when required.


GOAL Countries of Operation: 
Africa: Ethiopia, Sudan, South Sudan Sierra Leone, Niger, Zimbabwe and Uganda
Middle East: Syria, Türkiye, Iraq
Latin America: Colombia, Haiti, Honduras

Job Purpose

We are currently seeking Expressions Of Interest from experienced Country and Programme Directors to join our roster on an ongoing basis.  You’ll be deployed where we have specific requirements and gaps across our portfolio of programmes, using your extensive experience and leadership skills to increase GOAL’s capacity to respond to rapid onset disasters and support with the ongoing complex emergencies and fragile settings.

The Person

  • Significant and Proven Experience at Country/Programme Director level of multi-site, multi-sectoral operations in a complex operating environment (ideally in one of our Countries of Operation)
  • Prior experience working within organizational structures in transition phase
  • Experience working in conflict/post-conflict or disaster response situation.
  • Professional fluency in written and spoken English.
  • Working knowledge of French, Spanish and /or Arabic is a distinct advantage
  • Demonstrated leadership experience with multi-disciplinary teams in dynamic settings
  • Experience delivering suitable levels of oversight of a portfolio consisting of complex, high-value donor-funded projects.

Additional Technical skills:

  • Experience managing security in a complex and rapidly changing security context.
  • ability to negotiate and work with partner organizations. Experience with organizational capacity strengthening and partnership building is helpful.
  • Strong budget and fiscal oversight capacities.
  • Representation and fundraising success, including prior experience with European, US and international donors.
  • Established capacity to handle stressful situations in a healthy, constructive manner
