Job Purpose
The Food & Nutrition Security Advisor will contribute to the achievement of GOAL’s global strategy: From Crisis to Resilience, and is responsible for supporting GOAL’s global programme addressing food and nutrition insecurity using a systems approach. The position is based in any GOAL country of operation in which the applicant has the right to work, with up to 20% travel to support Country Offices (COs) and represent GOAL with key stakeholders. The Food & Nutrition Security Advisor position sits within GOAL’s global Programme Technical Team (PTT) and reports directly to the Head of Technical Team, working closely with the other PTT Advisors, COs, Head Office MEAL and GOAL’s Innovation Lab. The PTT has four key objectives, detailed below and as they apply to this position.
Key Areas of Responsibility
Strategy and Design for Food and Nutrition Security
The Food and Nutrition Security Advisor contributes to GOAL’s global strategy and supports country offices to undertake detailed understanding of context specific food & nutrition systems and to use this for design and adaptive management of programming, coherent with global best practice.
- Guide global and country strategies on food and nutrition security, ensuring access to global best practice and evidence.
- Support the use of learning and evidence to develop GOAL’s integrated food and nutrition programming for sustainable change.
- Provide technical support for food and nutrition contextual analysis, emergency preparedness & response.
- Engage technically with relevant external food and nutrition actors (including for-profit) in relation to strategy development & programme design.
Donor Positioning and Proposal Development
The Food and Nutrition Security Advisor works to position GOAL to identify, analyse and respond to funding opportunities and be able to develop strong technical proposals/bids which are coherent with both donors’ and GOAL’s organisational global goals.
- Identify funding opportunities through technical networks and support analysis for go/no go decision making.
- Lead/support the development of technical content for new proposals.
- Liaise with donor technical advisors and respond to technical queries from donors
- Engage with internal stakeholders on technical elements of funding opportunities
Quality Food and Nutrition Security Programme Delivery
The Food & Nutrition Security Advisor supports country offices to deliver high quality, innovative and adaptive food and nutrition security programming, including in emergencies.
- Technical programme backstopping in food and nutrition security
- Technical reviews and support on evaluations of food and nutrition security programming
- Support country and global teams to use learning and best practice in adaptive management of food and nutrition security programming
- In-country and remote technical support for emergency preparedness, anticipatory action and emergency response.
- Support teams in understanding the linkages between food and nutrition security, gender equality and social inclusion, and integrating these considerations in programming.
- Provision of training, mentoring and other support for country teams in specific areas relating to food and nutrition security.
Evidence & Learning
The Food and Nutrition Security Advisor will capture learning from programming and research and share internally and externally to contribute to the global food and nutrition security evidence base and communicate GOAL’s programmatic innovation and successes, in collaboration with the Programme Innovation Lab (PIL) and Global MEAL Team.
- Supporting COs to capture, document and share learning and programme outcomes.
- Support the development of a global research portfolio in food and Nutrition Security.
- Technical representation and engagement with global food & nutrition networks including the Global Food Security Cluster Cash and Markets Working Group.
- Interpreting and reflecting on data for re-design & progress towards programmatic goals
Skills & Qualifications:
- Proven track record of previous international NGO experience at a senior level, ideally including substantial periods implementing Food and Nutrition Security programming.
- Broad food & nutrition programme sector experience
- Formal training in M4P (markets for the poor) methodology or equivalent approach
- Experience in market systems programming
- Demonstrable experience in proposal and report writing with a proven ability to secure donor funding.
- Experience incorporating gender equality and social inclusion in food and nutrition security programming, through integrated and targeted approaches.
- Experience and knowledge in applying cash and/or voucher modalities to support food and nutrition security outcomes
- A willingness to travel to programme sites.
Desirable:
- Training and experience in market analysis in emergencies such as EMMA (Emergency market mapping), Rapid Market Assessment (RAM), 48 hour assessment etc.
- PMSD (Participatory market systems development training)
- Certified in M4P (market development for the poor) training and experience
