Job Purpose

Reporting to the Head of MEAL, the Information System and Knowledge Manager will provide technical guidance and support to the systematic gathering and documentation of evidence across GOAL’s programmes.   

Key Areas of Responsibility

  • A member of the GOAL Monitoring, Evaluation and Learning (MEAL) team, ensuring appropriate tools and technologies are in place to support management analytics for MEAL data.
  • In coordination with other MEAL team members, lead in designing and standardising GOAL surveys and data capture processes to ensure reporting and KPIs are accurate and information is accessible to decision makers.
  • Support country offices by training staff on how to use software services for: form digitalization (e.g. CommCare), dashboarding (e.g. Power BI) and other. For projects involving complex data flows work together with staff in-country to design and develop mobile applications and dashboards, with the possibility of travelling to GOAL’s project sites to offer in-person support.
  • At the global level, continue to develop and maintain GOAL’s online system for centralizing and standardizing indicator results and monitoring the development of project information systems
  • Be a key driver in instilling a data driven culture within the organization and help in writing proposals that will encourage the use of data and digital technologies across the organization
  • Contribute to MEAL meetings and workshops with MEAL focal points leading on MIS topics
  • Develop effective business intelligence strategies and analytics solutions and apply statistics and data modelling to gain actionable business insights to optimise organisational efficiency and programme impact.
  • Enforce organisational policies and implement procedures to ensure data quality and integrity and is in compliance with statutory requirements.
  • Manage a MIS officer, to support the implementation of the organisations’ global MEAL plans
  • Identify training needs, and design and deliver training courses, build staff capacity on use of GOAL’s global tools and use of analytics and information systems for their own countries.
  • Help establish a learning-led, knowledge sharing culture in GOAL for impact internally and externally
  • Generate insight from SCORE for incorporation into learning and knowledge sharing activities
  • Ensure MEAL4YOU is kept up-to-date with learning resources and knowledge sharing products
  • Keep abreast of industry best practices and policies and develop a collaborative network with peer agencies, clusters and membership bodies within the INGO sector
  • Travel for periods of time to the counties and fields where GOAL works (Max 10%)

The Person

  • Bachelor's Degree in relevant field. 
  • 3 - 5 years' experience in MEAL position or similar role is required. 
  • Experience working with ODK based software (Kobo, SurveyCTO, MWater), particularly CommCare  Proficient in Microsoft Office Suite 
  • Excellent communication and presentation skills. 
  • Results-driven and ability to handle multiple projects. Strong interpersonal and time-management skills.  

Preferred

  • Experience working with dashboarding software (Tableau, Qlik, Looker), particularly Power BI (highly preferred)   Knowledge of SQL 
  • Knowledge of a programming language (VBA, Java, C), particularly R or Python 
  • Experience working in the humanitarian or development sectors, particularly in monitoring and evaluation 

**GOAL offers staff flexible working with our hybrid model, we require our HQ employees to work 2 days per week from our office in Dun Laoghaire, Dublin**
