About the role:
This role strengthens GOAL's accountability to communities by supporting the design and implementation of Community Feedback Mechanisms (CFMs) and ensuring robust data protection and learning. It involves developing tools, leading capacity-building, fostering collaboration, and advancing Core Humanitarian Standards (CHS). The role also drives learning through evaluations, research, and sharing best practices to enhance GOAL's impact.
Key Responsibilities:
Strengthening GOAL’s Capacity in Accountability to Communities:
- Provide technical support for accountability programming and establish Community Feedback Mechanisms (CFMs) in line with GOAL’s strategic goals, including during emergency responses.
- Ensure up-to-date SOPs, tools, and guidelines for CFMs with robust data protection and quality improvement across all countries.
- Oversee CFM reporting and analysis, ensuring timely updates, efficiency, and actionable learning to enhance program management.
- Lead collaboration and capacity-building on accountability standards within GOAL and its partners, fostering systematized feedback sharing and response.
- Represent GOAL at events, strengthen accountability systems through audits, and support progress toward Core Humanitarian Standards (CHS) certification.
Strengthening Learning in GOAL:
- Develop accountability-related Learning Briefs (LBs) and support the creation of other topic-related briefs to document and share GOAL’s work.
- Organize and support global webinars to showcase accountability and MEAL initiatives internally and externally.
- Maintain and share learning materials through GOAL’s Knowledge Bank, website, and collaborations with platforms like ALNAP.
- Support country programs in tracking and improving learning outcomes from CFMs and M&E feedback.
- Lead evaluations and research on accountability topics, developing management responses and supporting other MEAL-related learning outputs.
Qualifications and Skills
- Minimum 3 years of working experience with CFMs, AAP or related areas in international development and/or humanitarian settings
- Master degree level on International Development and/or Humanitarian Assistance or equivalent
- Excellent written, spoken and presentation skills in English
- Working knowledge of business analytics software such as Power BI
- Demonstrated understanding of data collection and analysis using quantitative and qualitative methods
- Demonstrated can-do attitude, agility, highly adaptable, effective team player
Desired Requirements
- Working knowledge of French and/or Spanish, Arabic
- Experience with mobile data collection platforms such as CommCare
- Published research on international development/humanitarian response related topics
